A sad story here. Rochester Police got a call last week from 20 year-old Israel Andino saying he just stabbed his mother, has a gun, and is going to start shooting other people. Cops rush there, Andino fires at police, and then police fire back. Andino was killed. Turns out Andino was bi-polar. The debate is whether or not the department that specializes in emotionally disturbed people should have been deployed.
